Year 2000 Statement

A great deal has been said about the possible effects on telecommunications network systems with the date changeover from December 31, 1999 to January 1, 2000. OnSite Access wants to let you know that we’ve been busy working on this issue.

OnSite’s network architecture and systems are designed with redundancy, performance, scalability, Quality of Service (QOS) and Year 2000 compliance as primary design goals. This multi-level design optimizes geographic coverage, scalability and reliability, while minimizing latency (traffic delays).

OnSite’s business model focuses on the "last foot" of the public network within commercial office buildings. This "Building-Centric" design enables the Company to deliver enhanced services directly to the customer without having to rely on older building wiring.

OnSite distributes access to its network by installing a new intra-building network that provides for the delivery of high-speed network services to the tenants. This structured system utilizes high-quality category III, V and fiber optic cabling which delivers voice and high-bandwidth data services to the customers through a new riser system which is only available to OnSite Access customers.

We provision circuit-based voice traffic to the Telco Central Office where redundant trunks, through Bell Atlantic, MFS or TCG, carry the traffic to our partners’ voice switches. Where carrier diversity exists in the building, voice circuits are ordered on separate facilities for higher availability. High quality Digital Loop Carrier (Nortel and Lucent) equipment in the building Point of Presence (POP) provides a full suite of voice options to the building tenants.

Many issues surrounding the year 2000 are well understood. From the very beginning, OnSite's strategy in designing and building its network systems has included planning and allowing for year 2000 issues. Additionally, Y2K compliance is a primary criteria in the selection of our vendors. For example, Nortel, the manufacturer of the DMS-500 switches at the core of our provider’s network, has certified that all switch software and hardware has been either installed as, or upgraded to meet Y2K compliance.

OnSite’s services are also dependent on switching systems operated by other carriers, including both local and long distance providers. In addition, our ability to continue to provide service is also dependent upon other service providers and public utilities. OnSite is currently in the process of assessing the year 2000 compliance status of certain other carriers and providers with whom we have material relationships.

In short, OnSite’s recently built state of the art network is well positioned with regard to the Y2K issue. Internal and outside managers, including technical personnel, continue to fine-tune our compliance with Y2K standards.
